AJOL provides download statistics for PER / PELJ articles

African Journals OnLine (AJOL) is the world's largest and pre-eminent collection of peer-reviewed, African-published scholarly journals. Since 2017, it provides statistics on article downloads - see https://www.ajol.info/…/20abf40f8c1e72c825734571ad1d5bde0f6…. In May 2017, PER / PELJ had 16,322 article downloads from 109 countries worldwide.
